Abstract
In the oil and gas industry, where safety and regulatory requirements continue to increase,
ensuring the integrity of industrial equipment has become a major challenge due to the
potential human, environmental, and economic consequences of equipment failure. This study
focuses on the safety and regulatory compliance assessment of the Consistometer, a pressure
vessel used in the Oilwell Cement Laboratory of the Central Laboratory and Cartography
Directorate within SONATRACH’s Exploration and Production Division. The main objective
was to verify the equipment’s compliance with the Algerian regulations governing gas
pressure equipment, particularly Executive Decree No. 90-245, while also assessing its
conformity with the manufacturer's technical specifications. In addition, a HAZOP (Hazard
and Operability Study) analysis was conducted to identify the most critical failure scenarios,
evaluate their associated risks, and determine their potential impact on personnel safety and
equipment reliability. The assessment revealed several technical and organizational nonconformities, as well as potential hazardous situations. Based on these findings, a set of
corrective and preventive measures was proposed to strengthen operational safety, improve
regulatory and technical compliance, and promote a continuous approach to risk management
and prevention within the laboratory.
