Abstract
The current era is witnessing many attempts in the field of administrative reforms, due to the pressures that public administrations and institutions are subject to, which have given priority to the relationship between the public administration in general, the local administration in particular and the citizen with the aim of improving it, and this is by working to meet the needs of citizens and provide better services. The interaction between the local administration and the citizen in a situation of communication based on the exchange of information in order to fulfil the interests and needs of the homeland and the performance of tasks and functions for the local administration, which leads to the emergence of interactions related to the image of the local administration and its officials on the one hand, and opinions, trends and public opinion on the other hand.
The people’s councils or municipalities are considered one of the devices through which citizens participate in managing their various affairs and achieving their demands necessary for daily life, and this is evident through development programs that serve the public interest of the municipality’s residents. The local community and the citizen and their role in social development”, which led us to ask the following main question: Does communication between local authorities and citizens contribute to activating community development programs?
A number of sub-questions emerged from it, as follows:
-Is there a communicative effect for communication between members of local authorities and the citizen?
-How is planning done at the level of local authorities in selecting and implementing local development programs?
- To what extent does popular participation at the municipal council level contribute to the development of the local community?
And to answer these questions many hypotheses were formed:
-There is a communicative effect in relation to the communication between the members of the local authorities and the citizen.
-Good planning and implementation of development programs contribute to the success of the development process in local communities.-Public participation contributes to the knowledge and identification of citizens' demands and needs.
In order to know the extent of the contribution of communication between members of the local authorities and the citizen in achieving the development of the local community, we divided this study into two parts, a theoretical section containing four theoretical chapters that dealt with different issues about communication in local administration and the role of this in the development of the local community, and an applied section divided into five Chapters prove the hypotheses of the study to reach results that confirm the contribution of communication between members of local authorities and the role of this in the development of the local community.
The theoretical section dealt with four chapters. The first chapter dealt with the subject of the study of justifications, objectives and reasons. It also dealt with defining the problem and defining concepts. It also dealt with previous studies and similar to the subject of the study.
As for the second chapter, it dealt, in its first part, with the communication process in the local administration, by defining the elements of communication, its steps, objectives, characteristics, and its types, levels and networks were also identified. We also identified communication models and theories in administrative thought, the most important obstacles and how to overcome them. The second part was devoted to some issues related to local administration in Algeria in terms of its development, system and reasons for relying on it, in addition to its components and objectives.
While the third chapter dealt with various issues about social development in terms of its principles, philosophy, importance and objectives, in addition to its rules, planning and fields, in addition to its models and theoretical approaches and obstacles, it also dealt with social development in its relation to communicative processes, direct communication methods and social development.
The fourth chapter also dealt with the role of popular participation in the development of local communities. Increasing its effectiveness. Then, in this chapter, we dealt with the organizational framework for popular participation and its obstacles. Finally, we touched on the participation of citizens in running municipal affairs through the law of regional groups.
As for the applied section, it was divided into five chapters, the first chapter of which is concerned with the methodological procedures of the study. The municipality of the

municipality, where the number of respondents reached 118 individuals, of whom 100 are citizens and 18 are members of the Municipal People's Council of the municipality of Ain
kachera.
Several tools were used to collect data and information from the field, namely the questionnaire, which included 68 questions distributed over four axes:
-The first axis: personal data, and includes 8 questions.
-The second axis: It is represented in data related to the nature of the communicative relationship between members of the local authorities and the citizen, and includes 18 questions.
-The third axis: It is represented in data related to how to plan at the level of local authorities in the selection and implementation of local development programs, and includes 23 questions.
-The fourth axis: It is represented in data related to the extent of the contribution of popular participation at the level of the Municipal People's Council in knowing and determining the demands and needs of citizens, and includes 19 questions.
The interview was also used, which was applied to all members of the Municipal People's Council of the municipality of Ain kachera, where the interview guide was designed consisting of four axes, namely:
-The first axis: personal data.
-The second axis: related to the nature of the communicative relationship between members of the local authorities and the citizen.
-The third axis: related to how to plan and implement at the level of local authorities in the selection and implementation of local development programs.
- The fourth axis: related to the extent of the contribution of popular participation at the level of the Municipal People's Council in knowing and defining the demands and needs of citizens.
In this chapter, the identification of fields of study was also addressed, as the study included a spatial field, which is the municipality of Ain kachera, and a temporal field, which is the

field in which the study began, and that was from 2016 until 2018, where we at this stage monitored and collected scientific material and literature Which dealt with the subject and the completion of the theoretical aspect of it, and in late 2018, the field was surveyed, while in 2019 a questionnaire was built and an interview was designed on the subject to conduct the field study complementary to the theoretical study. The questionnaire was collected in a period of three months, after which we interviewed the members of the Municipal People's Council of the municipality of Ain kachera, and this took about a month, after which we unpacked, analyzed and interpreted the statistical data obtained in a period that took approximately five months.
We also determined the human field, and they are the citizens of the municipality of Ain kachera and the members of the Municipal People's Council of the municipality of Ain kachera, which are 118 individuals, of whom 100 are citizens and 18 are members of the popular council of the municipality of Ain kachera, and from it we touched on the study sample, which is the accidental sample in which luck plays an important role in the colloquial sense , That is, the questionnaire was distributed to the persons encountered.
While the remaining four chapters dealt with reading, analysing and interpreting field data about the study's hypotheses in order to arrive at the analysis and interpretation of these data in the light of previous studies, in order to arrive at the last conclusion of the most important results of this study.
In the end, we put forward a set of suggestions and recommendations about the study, and we concluded with a general conclusion on the subject.
Among the important findings and suggestions that we reached about the study are the following:
-The local authorities are the mediator of the citizens' demands and needs.
-The aim of the members of the local authorities is to achieve the development of the local community through the powers conferred upon them by law.
-Granting broader powers to the Algerian local administration to be applied on the ground.
-Activating and tightening continuous supervision over local bodies to ensure the effective implementation of development projects.

-Supporting civil society associations to be more effective and expressive of citizens' needs and concerns.
-Attempting to spread positive awareness in the local community, and open channels of communication between citizens and local bodies, which makes the citizen a useful element for his community, contributing to the development of his community.
-The weakness of popular participation in the Algerian local administration is widening the gap between members of local authorities and citizens.
