This memorandum deals with the expansion of the ambitions of French colonialism to expand towards the east of Algeria in order to show its feet on the homeland, and it pursued many administrative policies to control Algerian society, including the Arab Offices Authority, which had several roles and tasks to subjugate the people in various fields such as economically, administratively, culturally, and militarily.
